Since **June 1, 2015**, the new **Industrial Safety Regulation (Betriebssicherheitsverordnung – BetrSichV)** has come into force. This regulation introduces new duties and obligations for operators of elevator systems. Elevator operators are now considered equivalent to employers, and the elevator itself is regarded as a work tool. As a result, other regulations now apply as well, such as the **Occupational Health and Safety Act**.
The resulting responsibilities are significant, as operators are now indirectly considered employers of all persons who perform work on these elevators.
### What has changed?
**Existing systems:**
* Proof of professional maintenance is required
* Regular visual inspections of the system by the operator
* Mandatory creation of risk analyses and risk assessments
* Defined deadlines and scope for recurring inspections (intermediate inspections)
* Creation of an emergency plan
* Installation of a **two-way emergency communication system by 2020**
* Inspection sticker inside the elevator cabin
**New systems:**
* In addition to all the requirements for existing systems, an **inspection before commissioning** is required.
Furthermore, starting **September 1, 2017**, the **EN 81-20/50 standard** came into effect, replacing **EN 81-1/2**. This introduces stricter requirements for the construction of new elevator systems as well as the modernization of existing ones. The scope of these new requirements is considerable.
